    Rules for German ICC's

    In its April 28th 2001 meeting, the German Governors’ Council (GGC) establishes the following rules regarding Inter-Country Committees and Chair Districts in Germany (modified at the May 1st 2004 and 18th April 2008 meetings):

    1. Basics
    The rules laid down in the "Manual of Procedure" and in the "Rotary Code of Policies" recommend to organize Intercountry Committees (ICCs) in order to promote international relations. These rules provide details for the accomplishment.

    The German Governor Council (GGC) completes the RI rules for its districts and decides about the establishment and the closing of Intercountry Committees.

    2. Responsibilities
    Intercountry Committees promote contact between districts and clubs in two ore more countries and increase fellowship and intercultural understanding among people of various nations and by this they contribute to peace on earth.

    Recommended activities:

    - sponsor new Rotary clubs

    - develop a sister or twin club network between participating Countries,

    - conduct Friendship Exchanges between the two countries,

    - initiate or carry out World Community Service projects,

    - initiate or carry out Vocational Service projects.

    The National Sections of the ICCs are not authorised to request "Humanitarian Grants" from the The Rotary Foundation when accomplishing World Community Service projects. Only districts and clubs are authorised to do this.

    Each ICC sets up and maintains its own Internet website and uses it to organize contact and project events.

    3. Assignments
    The GGC designates Chair Districts for the ICCs. This is done in agreement with the Governor being in office of the designated district. The German Sections of the ICCs carry out their activities in agreement with the Governor of the Chair District. The Chairman of the German Section works closely together with the Governor as well as with the GGC Representative for International Service ("National Coordinator Intercountry Committees").
    If questions arise, the Governor of the Chair District renders a decision after consultation with the GGC Representative for International Service.

    4. Structure
    Each German District should designate one member to serve on the ICC for a period of three years; reappointment is permissible. Membership becomes effective with the nomination by the Chairman of the German Section and after confirmation by the Governor of the Chair District.

    The members of the German Section of the ICC elect a chairman and a secretary from their membership; they may elect a treasurer. The Governor of the Chair District confirms the elections in coordination with the GGC Representative for International Service. These officers of the ICC are elected for a period of three years; reelection is permissible. The chairman should not hold office for more than six years.

    Additional members of the ICC are the Governor, Governor-elect, and the Chairman International Service of the Chair District.

    5. Administration Expenses
    The Chair District will reimburse the ICC for expenses. This is in accordance with recommendations by the GGC and based on a budget that is agreed upon annually with the Governor of the Chair District. The budget amount will be made available to the Chairman of the German Section at the beginning of the Rotary year. At the end of the year, the chairman will account for expenses to the ICC treasurer. Remaining funds are returned to the Chair District.

    6. Coordination among the ICCs
    The GGC Representative for International Service is responsible for coordinating the work of the ICCs. In a timely manner and prior to the annual meeting for international service, she/he will receive a written report from the German section of each ICC about its work. He/She will render a report at the annual meeting and the meetings of the GGC. The GGC Representative for International Service will be invited to all ICC meetings and will receive their minutes.
